I need to know how to accurately determine whether a substance is polar or not..and i need that method to be able to allow me to put different substances in their order of polarity.
I need to be able to carry out the experiment in a school lab.

Polar compounds dissolve easily in other polar compounds.

Non-polar compounds dissolve more easily in non-polar compounds.

do an eluotropic test on Al2O3 or Silica. There are already a lot of tables on books.

Use a 3d modeling software and calculate the dipolar moment of the molecule, normally this correlate well with the polarity of the molecule.

take the molecule: try to solubilize it in Pentane, Hexane, Cyclohexane, Heptane or something really similar (and very apolar). If it solubilize is an Apolar molecule. if not it's polar !
