Im want to get xbox live, but my upload/download speed doesnt meet the requirements, i have dsl and im using the original ethernet cable it came with, would getting a new ethernet cable or perhaps the one that comes with the xbox live starter set make a difference in my speed?

Nope. That is a connection speed problem.
I can't imagine xbox live requiring something better than DSL, but it just could be.
Check the download/upload speed of your DLS provider. If it is within spec, then it could be the time of day or other factors effecting your DSL speed.
If xbox needs something faster that what your DSL server provides, then you will have to upgrade to cable.

Your ethernet cable at a minimum will support 10Mbit and will probably support 100Mbit or maybe 1Gbit depending how old it is.... which are 20x faster than 512k ADSL, 200 times faster or 2000 times faster respectively.

No, changing the cable will have no effect on your download speed 'cos it's not the slow point. Nor will your switch / router / DSL box. The slow point is likely to be your ADSL connection. Maybe your supplier is not delivering what they claim (there are speed checkers out there on the web... try one...)? Maybe you opted for a low bandwidth ADSL (like Tiscali's 128Kb / 256Kb offerings they were selling in the UK a couple of years ago)? Maybe you're at the limit of ADSL delivery?

If you bought a low speed ADSL line, get your supplier to upgrade. If your supplier isn't delivering, complain and if that gets nowhere change supplier.
If you live too far from an exchange to get good ADSL or good RADSL then maybe go cable, maybe go satellite, maybe move house!

You can purchase different grades of ethernet
AND
the shorter the distance between the "server" and the node (the xbox) makes some difference too...
but
DSL is not the fastest option you have for internet connection. You could do better with cable.
Check out the availability of cable
and the expense difference.
