Berkeley is an excellent university, but it is not cheap. Stanfurd is a terribly overrated university, and it is definitely not cheap.
The cheapest universities in the Bay Area are the CSU schools (SFSU, CSU-East Bay, SJSU), if any only if you gain CA state residency.
But if you are an international student, school will be expnsive regardless. So it doesn't matter whether or not you choose a private or public university. The tuition will still cost you between $15-30k.
