No, you can't. You can only burn till 8.5 GB with Dual Layer Burning mode.

NO! You must purchase a dual/double layer DVD to be able to burn twice the capacity of a 4.7G blank DVD. Hope this answers your question

If the DVD writer has a sysmbol DL to show that it can burn dual layer, then yes...you can burn 9gb to a 4.7GB DVD, as long as the DVD-R or DVD-RW has the dual layer symbol too.
