Go to car companies with a NDA (non-disclosure agreement). Some may look at it but be wary. If it will kill their business, mostly like it will, then they will buy you out and snuff the project.

It is known to happen in the past.

Rumor has it that bulb making companies for the longest time had in them, a bulb that will last forever. They bought out the idea and shelved it.

Car companies have in them, for the longest time, a method to conserve gasoline. They collude with the oil companies to keep the damn thing going. Don't tell me there are no smart people out there like you who can come up with ideas like this to wean us from the dependency on imported oil.

Now is the time they come up with monster cars like Hummer and SUV's. Go figure.

As for funding...you might be able to apply for a government grant for a startup company. However it's likely to meet some resistance. Getting private investors is probably more likely, however you'll be selling off percentages of your company.
