It sounds like you've a condition called phimosis, where the opening of the foreskin is too tight/narrow to retract. It shouldn't hurt when you have sex, unless you're really rough or it hurts upon erections as it is. Regardless, it won't feel as good. There are a few ways you can remedy this condition first before you seek medical attention.

You can try stretching exercises, quite successful in the majority of cases. For one exercise, take two fingers and stretch the opening of the foreskin as far as it'll comfortably go (like increasing its radius) by hooking a finger on either side of the opening. It may take several tries to get right but once you do, do it for a few minutes each day for a few weeks to a month (preferrably right after a shower).

If after a month and you don't notice a positive change, you may want to try prescription creams that're supposed to help, especially when combined with the stretching exercises. If after another month or so and this has little/no effect, then you might want to consider surgical options. Note that this doesn't necessarily mean circumcision, there are other surgical options. Disregard anyone who says circumcision is the first and/or only solution if that's not what you want. See links for more info.

Unfortunately for you, your parents did not have you circumcised. If your foreskin will not retract, you have a serious problem called phimosis. Before you attempt sex you need to get that foreskin pulled right back to fully expose the groove behind the head. You should also wash your penis properly for the first time when you achieve this. However, you really should be circumcised. Circumcised men enjoy better hygiene, comfort, appearance to women, self-esteem and both they and their female partners have FAR better sexual sensation without that blanket of skin flopping around and preventing proper intimate contact. There are no disadvantages to being circumcised - do yourself and your future girlfriends a favour and get it done!

You need to go to the doctor to have this checked out.It also has to be cleaned or you can have and probably do have a severe case of dirties there. It needs to be kept clean and if it doesn't retract you can't clean. If you do retract it you might not get it to go back and that can cause a circulation problem that has to be medically fixed.

if you are a man with foreskin ( uncircumsized ) penis.. you should be more than able retract your foreskin..some men are more sensitive than others.. ( meaning .. answer is yes it can hurt. ) Please just be careful and take things slowly if it is your first time and remember to always use protection. Hope this helps.

maybe the glands are too huge... don't worry it will not cause any harm to you. usually for a circumcised man this skin is on the sides. cheer up it won't hurt during sex except when your girl bites it.
