Um...because you're 40 weeks pregnant? You could be dialated and effaced at this very moment.
If you don't go into labor in the next week or so, you should be induced or have a cesarian. I hope you're seeing a doctor.

Because your baby "dropped". In the last weeks the mothers body has a hormone that makes all the cartilage in your body soften...preparing the pelvic bones...connected by cartilage joints that soften and become stretchy and bendy. (A womans pelvic bone actually has 3 joints in it...it isn't solid bone like a mans is.) This helps with the baby's head passing through a normally stiff pelvic bone. When it softens before labor, many times the opening in the bone the baby must pass through... stretches a bit allowing the baby's noggin to settle deeper into the birth canal. Just one of the last stages before labor. Since the hormone cannot distinguish between cartilage in a pelvic bone to the cartilage in a back or knee joint...in the last week or so...the mother is very uncomfortable and everything pops and creaks and cracks. It will harden up weeks after the birth of the child...if not days...and it makes you sore.

Your pelvis feels heavy because the baby's head is probably starting to be engaged in the birth canal; that shifts the weight, and you experience it as heaviness in the pelvic region.

As you go through the last part of your pregnancy the uterus and your baby drop down into your pelvis to get ready for birth. Your pelvic bones then widen to give way to baby's head It is very natural, so dont be worried about it.

I do not know if this is your 1st child or not, but in my 2nd pregnancy I had that problem. It got so bad I thought my hips was gonna break and the baby would come tumbling out! My doctor told me that it is from the baby not only dropping, but in the position he was in made it more tender then normal because he was getting ready to come out. Three days later (well, almost) my water broke from the pressure and I finally had him. So it is possible that your baby is getting ready to come out, so be ready. Good Luck and Congratulations!

because your baby has probably "dropped" that is where the baby literally drops down so it's head is sitting right on your pelvic bones. Wont be long now!!!!
