One can not compare betwn GOA and Mumbai. GOA is state where as Mumbai is capital of Maharashtra . Each has got their own advantages & disadvantages.

Goa is better for holiday, beaches, relaxation, rest, honeymoon etc.
Mumbai is the financial capital of india, it is a vibrant and dynamic place. The people are warm, friendly and non interfering type. It is a place where u live and grow, and make your life dreams come true. If u are starry eyed, and want to become an actor/ actress/ singer/ tv star etc. u can realise your dreams.

obviously you've never been to goa -
there is no comparison - goa all the way - and the people
are polite unlike mumbai

It actually depends on what your plans are-if you are planning for a long vacation,then obviously Goa is the place;there are lots of clean beaches,less population,lots and lots of bars and restaurants,cheap markets,great water sports activities like jet skiing,water biking,speed boats or the leisurely dolphin cruises-a lot of options to choose from.Mumbai is one of the most populous cities in the world.If you want to have a feel of true indian way of life,then you should visit Mumbai.It's a place where you will see evidences of India's prowess in world Market now and will also get a feeling of traditional india.So,it's upto you what do you want to see!!!
