I have never watched Kolchack the Night Stalker but The X-Files was inspired by that show so maybe Mulder's readiness to believe was also inspired by TNS, although I don't know to what degree.
If I had to guess I would think Fox Mulder believed more readily because he came off as being really crazy and passionate about his beliefs, and there are only a couple of times where he didn't believe in something outlandish.

I've never seen Kolchack the Night Stalker, but I always believed Mulder. He made sense and was logical in a weird paranomral way. It made you think, why not? This stuff could've happened, or is still happening today. There are many people that conspire about the government and think they are a bunch of liars. so, why can't all this stuff be true? There's nothing wrong with being a believer.

The concepts of the shows are believable.
The two individuals you mention are fictional characters and as such, their situations are pure fantasy
