I believe anyone can become a better singer than they are with good vocal training, but how good you become will depend on natural talent to some extent.

Not everyone is born to be a great singer, but with the right training you can improve on whatever your level is now.

Also, there are different types and styles of singing, and you may be better at one type than another. There's jazz, pop, rock, soul, country, opera, etc. etc., and you may be better at some styles more than others.

I say that if a person wants to learn to sing better, take some lessons from a reputable teacher, and have fun with it. You will know whether others think you are good or not, but regardless of what others think, have fun with it, and be the best that you can be.

Honestly I don't think it'll work, you maybe able to better your singing skills. For example on American Idol, thousands of people claim they can sing, but they cant. Many of them claim to have learned through voice lessons, videos, and other things. However they aren't made to sing.
