I renewed my passport about 4 years ago and did not require my birth certificate. I just sent my old passport along with the renewal form.

Do NOT waste your time calling city halls and county courthouses. They will NOT be able to help you. Go to vitalchek.com and you can order it with a credit card. If he has no birth certificate filed, you will get a letter saying so, and you will need to present it to the passport office, along with any other historical documents that contain a record of the birth (bible records, hospital records, baptismal records, etc.).

I also had to get a dupicate bc in order to get my passport. Everything was done through the mail (another state). It was over 10 years ago so unfortunately I don't remeber all the details but I think it is a fairly common request for a duplicate certified kind of bc.
