Most people use their laptops in places outside of the office or home, but usually still tend to be in well-lit places: cafes for meetings, lecture halls for powerpoint presentations, even at the park during lunch break. But even if they use it in a room with little light, the screen will still be angled in such a way that it will reflect some light on the keypad. (Though Macs have integrated backlit keyboards)
A phones importance and use goes beyond well-lit areas, such as when an accident happens on a poorly lit road, or when the electricity goes off because of a blackout, maybe even when calling someone important while driving (which is a no-no, but could be an emergency - pull over!) or at the movie theater (unexcusable!).
The point is, on a cellphone, 8 out of 10 times (except for those clam-style phones) the screen has an angle of 0-20 degrees with the keypad, so no light will reflect on to the keypad, thus, the need for a backlit keypad arises.

cell phones have it so u cansee what ur doing, moniters will light the key board on a laptop

that would be cool if they did. probably it's more expensive and puts a strain on the battery.
