The absolute easiest way to start Adsense is to start a blog with blogger (which is part of google).

Google want to approve your first website, but after you have an account, you can use your adsense account on any site you want without approval (as long as you don't break the terms)

You need heaps of traffic (i mean HEAPS) to really make a good earning. Thats a real problem for most Adsense users. getting 100 or 200 visitors wont really do much for you.
