If you are looking for the most balanced guy who you could depend on, it would be Cloud. The others are either too strong in strength and weak in magic and vice versa. At the beginning of the game, Red XIII would be the second best as he would have really good stats compared with the others followed by Barret, Aeris and Tifa respectively.
But after the middle of disc 2 everything changes. Personally i prefer Vincent Valentine. He's good, somehow balanced, i love his limit breaks... although i do lose control of him. So from the best to the worst, it would be: Cloud (you do control him almost all the game and so he has gained nearly every exp. point in the game) then comes Valentine, Cid, Yuffie, Barret, Red XIII, and Tifa. However, if you do love Tifa, and played from the start with her, she would be good at the end. I didn't like her that much that's why she is so low in experience levels and so i cant use her (well i can if i leveled her up, but i dont care. The Final Fantsay VII girls are the worst girls in the whole series except for Yuffie and Aeris :P). Barret could be gooooooooood with a MP plus and a Magic plus. After all, he does have one of the strongest limit breaks in the game Ungarmax (well if it does hit one opponent only :D). Red XIII doesnt have a specific problem, i mean you cant make him better with materia like Barret. But if you did level him up, he could work with you (That's theoritical talk only, i didnt level him up or anything). Yuffie was good because she had a decent experience level. Also she has a very unique ability! With her ultimate weapon, the Morph materia results in the regular damage. Meaning, with any other character, no with Yuffie herself but with a different weapon, Morph would do a range of 200 HP damage only!!!!! But with Yuffie's Ultimate weapon, the damage is the regular attack damage.
Bottom Line. Cloud is the best balanced person.
Cloud MUST have the highest experience level all the game except if you went crazy and kept fighting monsters to level up the others when you dont control him!!!
Cloud has the best limit break. The Omnislash!
Cloud is the weak version of Sephiroth after all.

Cloud is the best character.....
He has the best limits and the best ultimate weapon...
He is the strongest...he defeated sephirpth twice..in advent children he defeated sephiroth and kadaj's gand and a summon bahamut monster in just a few minuts....very cool
I like everything in him....his motorbike...his clothes...his hairstyle... his huge sword

I've always liked Vincent. His outfit is soooo cool. He can also change in the Galliant beast and Chaos. Totally the coolest character. Cloud is my next choice.

thats a hard question i like so many of them with the exception of Yuffie. But just to be unique I would say Sephiroth, the poor guy, what Shinra, Hojo, and Jeneva did to him, no wonder he was messed up.

I used to think Cloud, but now everyone else thinks Cloud they've bastardised his awesomeness. Now I'd probably end up picking someone lame like Cat Sith. Thanks alot people, thanks alot...
