If you let it set for a day the chlorine will evaporate out. However, if your water company uses chloramines to purify the water it will not. You have to add water conditioner to neutralize it. Most water conditioners also neutralize heavy metals and other substances.

When you do a water change, run tap water that is the same temperature as the water in the bowl or tank. Use a thermometer to be sure of this. Add the water conditioner. Then you can add it to the bowl/tank.

If you decide to buy water, get drinking water or spring water, not distilled. Distilled is lacking in some things that bettas need in their water.

As many people have said, try boiling the rocks and then using them in another tank. Although really, if you rinse the rocks with cold water there shouldn't be much of a problem. Honestly though, go out and buy yourself a ten gallon tank, an air stone with the appliances that come with it, a filter, rocks/plants/fish, and a heater (I use a 25 watt heater, although I'm sure you could use a 50 watt). The bigger the tank, the easier it is to take care of. I always thought people were crazy when they told me the bigger the easier, but after upgrading to a ten gallon from a 2 and a half gallon fish bowl my life has definitely gotten easier. Also, if you get an actual tank, buy a gravel vacuum. They are about ten bucks and you'll never have to actually manually clean the rocks for a long time. Btw, I kept a Betta in a ten gallon tank by himself for the longest time. He'll love you for it!

Boiling will only concentrate the chlorine & chloramines as well as the toxic heavy metals. When you boil water, the steam that comes off is pure water, what is left behind is more concentrated (more polluted water). Take a look at the inside of a well used tea kettle, that scale on the inside is the dissolved solids present in the tap water, some of which is chlorine & chloramine salts.
Just get the water conditioner, it costs all of 2 bucks.

No matter what fish you get you just dont boil thier water to clear out chlorine.Tap water has many other chemicals that are harmful to all types of fish like different types of metals, chloramine, etc.Boiling water wont hardly do anything to make your betta's water more safer.
Go to the fish section of your nearest pet store,or walmart, even, and look for a water conditioner for fish.Im sure you'll find one,and they are no more than 4 bucks.Play close attention to how many drops your adding too.
But if you dont want to hassle with exact measurements or anything like that, than just simply buy spring/drinking water! That's even cheaper...
So good luck;it aint that hard to keep a betta, they are pretty tough fish.

Actually, boiling water increases the chlorine and fluoride. I did online research regarding how bad it is for us to even drink. I no longer drink water from the tap.

You might want to check with the water department to find out exactly what is in your water. Chlorine isn't the only additive and in some areas, chlorine isn't used at all. So find out for sure before you experiment with your beta's health!

if you have a lot of critters living in your water than heat it up to kill em off but boiling won't do anything for the cholorine. leave it sitting for a day and the chlorine will remove itself.

Boiling won't remove chlorine, you need chlorine removal drops for that, they're cheap and you get them from the pet store, next to the fish food.
