If you're talking about the rubber pads on the sides of the tank, towards the rear, they are there to grip the tank with your knees, i. e., as in an emergency braking situation.
The adhesive MIGHT damage the paint under the pads, but not the tank (metal) itself.

Tank pads go right about where a button, zipper, or belt buckle would rest against the tank and keep the tank from being scratched. The adhesive is pretty strong, but should not damage the clear coat of any good paint job.

The other tank pads you might see are on the sides of the tank, and are there to help the rider's knees grip the bike when leaned way off the side.

The tank pads / rubber pads are to avoid scratches due to rubbing of ZIP (may be trouser, jerkin)
And also they add some asthetic value ....
