It should not hurt during sex, whether you're uncircumcised or circumcised. The foreskin is supposed to slide back and forth over the head freely. In your case, you might have either phimosis (where the opening of your foreskin is too tight/narrow) or frenulum breve (where the frenulum connecting the foreskin to the glans - penis head - is too short).

If it's phimosis, there's something you can try first. Take two fingers and stretch the opening of the foreskin as far as it'll comfortably go (like increasing its radius) by hooking a finger on either side of the opening. It may take a few tries to get right, but do this exercise for a few minutes each day for a few weeks to a month (preferrably right after a shower). If after a month and nothing improves, consult your doctor about prescription creams that're supposed to help when combined with the exercise. If this fails, there's a surgical option that makes the foreskin opening larger.

If it's frenulum breve, the only thing you can try to do is to retract your foreskin as far back as it'll comfortably and hold it there for a few minutes each day for a few weeks to a month. Eventually the frenulum should stretch out and become more elastic and comfortable.

You really should get yourself circumcised. Circumcised men enjoy better hygiene, comfort, appearance to women, self-esteem and both they and their female partners enjoy FAR better sexual sensation without that blanket of insulating skin preventing proper intimate contact between the sexual organs. There are no disadvantages to circumcision. Do yourself and your future girlfriends a favout and get it done!
