It depends on how you define a moon. If every rock and lump of ice orbiting a planet is a moon then Saturn, with millions of such rocks in its rings, has the most moons. If you are looking at larger bodies outside the ring systems of the large planets then Jupiter has the most moons.

This was a game show Question, and I think it has 23 moons!!
Do a google on Jupiter and find out for sure how many moons.
One thing I know for sure is that the answer is Jupiter!!!

Then Saturn, with 33, Uranus, 27 and Neptune, 13
