The government has nothing to do with this issue. It is the parents job to prevent the problem. Parents must be able to step up to the plate and be able to raise their kids in a positive manner without fear they will go to jail just for disciplining their own child.
If parents were allowed to do a proper job in raising their children (including discipline) then there would not be any problems in the schools, there would be no gangs and probably no crime.
Kids misbehave because they have no one who cares enough to teach them the proper way to act. They need boundaries and discipline - governmental agencies have taken it to the point where parents aren't even allowed to say NO to their own child without fear of going to jail.
There's completely nothing wrong with; slapping a child on the hands, saying No! and a spanking when needed.

I propose a screening process for parenthood. A thorough background investigation, criminal activity, education, interviews with friends and family, old neighbors, old teachers, references. If you're screwed up, you shouldn't be allowed to have kids. I also don't think anyone should be allowed to have more than 4 kids. After that, I really don't see how one can possibility be able to provide the needed attention to all those children. I know, I'm probably going to get some mean remarks, but I don't care. Raising a child is very important. If you don't have the time, money, energy, resource to decently raise that child, you shouldn't be allowed to have kids. You are ruining someones life here.

WHEN A CHILD GETS INTO TROUBLE I THINK THE GOVERNMENT SHOULD BRING THE MOTHER AND FATHER IF POSSIBLE AND SIT THEM DOWN AND TELL THEM THEY ARE RESPONSIBLE FOR THE CHILD'S BEHAVIOR AND MAKE THEM TAKE FREE PARENTING CLASSES AND TEACH THEM HOW TO KEEP UP WITH THEIR CHILDREN AND BE A PARENT. AND LOCK UP THE ADULT S THAT ARE HELPING THE CHILDREN TURN INTO JUVENILE DELINQUENTS. I think its in parents hands. You have to watch your children and stop trying to give them everything they want. It doesn't hurt to want for something and it can give them a reason to learn how to make money themselves. Parents have to make sure the children are in the right places not hanging out with the kids or adults that will help them get into trouble and when they get into trouble they need to make the child take the blame don't blame who there with because they are the ones who made the bad choice. Make your child stay away from other juvenile delinquents. Stay on their feet, keep up with the child don't just let it run the streets. Have contact numbers of where they are going to be and talk to the adults ask the neighbors about who they are around even about the parents, now and then parents are buying drugs for kids to and doing them with them. It's wrong and they get into trouble and the parents don't know what to do. I did I stop it dead in it's beginning as a sinlge parent living over a 1000 miles from a relaitive.

They should go after the parents. There are laws against child neglect.
