The government should strongly promote the research about the needs for infants and toddlers to be around their moms 24/7 in order to develop well. Also, the govt should provide universal health care, so people don't make job decisions based on health care. In addition, we need extended paid maternity leaves and direct govt payments to moms, plus social security tax credits for stay home moms.
The key to avoiding delinquency is a solid mother-child relationship that includes NO DAYCARE or other separation for the first 5 years of the child's life, human milk on demand for at least the first two years of life, and good parenting, with no hitting allowed. Juvunile delinquency would plummet, as would adult crime.

you cannot always lay the responsibility at the feet of the government and God
responsibility begins with the individual and parents are guily of failing and the government has hamstringed parenthood.
the solution is with another basic philosyphy people will actually follow and respect
and responsibility must revert to the source
this is a pagan concept ,the law of the jungle
scary at first but in the end chaos produces order
not many delinquents in Nature .
these are toltec teachings
who state that the idividual must have the power
and the responsibility of acting,in case of deliquency
and the next one in line is the village or town council(tribal law)
and one must take the blame and consequense of ones actions
I have seen this work in rural Africa ,when young teenage boys beat a suspected goat thief to death with sticks .
the people are very polite there ,very generous and gracious,but watch out if you wrong them
,needles to say there was almost no crime

It might be too late. Do a back ward search and find where it actually started. It has been a very sad downward spiral. In America part of the govt. is WE THE PEOPLE.

Well, the govt has a role, such as providing recreation, education, and job opportunities. But shouldn't most of the responsibility be placed on the parents?

Give parents a good kick in the butt! "Some" parents need to take some more control and pay more attention to their children.
