I can answer the first question.

A router is used at home when you have more than two computers that want to share one internet connection.

Say, a person on computer X and a person on computer Y both request different web pages at the same time. The router takes both those requests and (with the help of a modem) sends those requests over the internet. When the website information comes back from the internet to the router, it's the router that knows which website to send to which computer!

The probably cost anywhere from $50 to $400 USD? Depends on all multitude of features that you can get in them.
