My E-brake on my 99 alero sucks balls. Is there anyway to adjust it?

Yes, there is a way to adjust it. The e brake uses a long cable to activate the rear brakes (so it isn't relying on the regular brake system) and over time and use this cable will stretch. Usually there is a long adjusting rod that is threaded with a nut on the end of it that pulls a Y shaped piece that goes to each rear brake. It is normally on the bottom of the car just about where the driver's door is. Just tighten the nut up until the brake starts to engage on about the 2nd or 3rd click.

Personally I have never seen an emergency brake on a car.
That thingy you are referring to is a parking brake.
Oldsmobile Aleros have disc brakes on the rear (parking brake ) side of the car
There is no normal adjustment of this system \, as the rear brakes wear the pistons in the rear calipers are designed to take up the slack automatically.
If you say that it (sucks) you most likely need rear caliper service.
