Kings and queens in 16th 17th century were still very powerful and ruled without help from a parliament. They managed all affairs of state and policies.For example Queen Elizabeth 1 of England, 1533-1603, ruled England completely alone. During her reign England became strong and prosperous. The monarchs of those times, definitely did not live a life of leisure.

An intelligent or well-meaning monarch would probably be working most of the time - meeting with his ministers, envoys, and petitioners, signing laws and that sort of thing - rather like the life of a business tycoon these days, and similarly as far from the Hollywood vision of it. However, there is no doubt that several monarchs were as callow and shallow as some of the other answerers.
