You are not really specific about what you mean by sex. Teenage boys engage in mutual masturbation. It is almost a normal phase of sexual development.
Someone sticking something in someone else's some where have it's own set of conciderations. Wait until you think you are ready. Talk about your concerns with him.
If you do, be sure you use lubrication and protection and take it slow.
You are also underage in some states. You may want to ask him to wait until your birthday when the law conciders you an adult.
