Press L1. That will show you your sex appeal. The more sex appeal you have, the more likely you are to pick up women. Most of your sex appeal comes from what car you're driving. An expensive, fast car can have you picking up hookers in no time.
Drive near pedestrian chicks and listen for them to say something like, "hey honey you lookin' for a good time?". That's a hooker. Beep your horn (L3), and she'll get in the passenger seat.
Once she's in the car, she'll probably say something like "let's go somewhere more private". This is so you two can get it on in the car. Just try parking your car in-between two buildings, or somewhere with a little bit of privacy. Once you've found the right place, then it's on. She'll service you, then take some of your money and leave.

First you drive up beside one, stop the car, and honk your horn until she gets in. After that, you drive to an isolated place with no one else around -- like an empty alley. If the place is closed-in and deserted enough, just park the car for a few seconds and the action will begin on its own.
