Freedom to say what you want, write what you want, etc. That being said, appropriate consequences should be expected if this liberty is abused in any way.

Freedom of speech means that you have the right to express your thoughts and opinions on issues ranging from the government to what type of clothing you prefer. This freedom allows you to express a dislike of the government without fear of being beaten, killed, thrown in jail, etc.

To define freedom of speech, two words need to be defined.
1. Freedom and 2. Speech
Speech is obvious and easy to define: Speaking, writing, sign language...
But "Freedom" will be most debated as it is most misunderstood.
Freedom IS NOT doing whatever you want, whenever you want.
Freedom is defined by that which you are submitted unto. You are free only within the bounds of what rules you. Freedom is a slave, free to serve its master. Nobody has the freedom to say whatever they want whenever they want.
However, if you are asking legistlatively... you must establish a moral absolute to truly define freedom of speech. And remember: if you are free to speak according to what you believe, you are at the same time not free to speak against what you believe... that is unless you believe nothing, which is in itself a belief which you can not be entitled to according to that belief. To be human is to believe in something.
If one defines freedom as "saying or doing whatever you want whenever you want"... prepare to find that one feeling utterly bound in a state of meaninglessness...which is a most cruel bondage. And this, no mind or soul can bear.

It means that you can criticize the government without being arrested and thrown into jail.

You can say which politicians or policies you support,
which church you believe in (or don't) ,
what type of economic , social system you want . . .
and NOT go to jail just because you spoke what you believed.
