I Need Help In GTA Vice City?

I have completed all the missions and i've read guides and they say that I should be getting a call from Lance, but I haven't. According to what i've read, I was supposed to have done the Vercetti Estate missions last, then Lance would call me and i'd do the last mission, but he hasn't. Do I need to own every singe place, every hideout and every place to do side missions?

why dont you just search for cheats?
