no they don't do this. this is a skeam to get your info. if you call the nuber provided, when you give them the info they ask for, they are going to ask you for money to do processing and a bunch of other crap. they're just trying to steal your money. i had some stupid brit try that on me through yahoo last year. wanting $550 to process my winnings and such. what you can do is turn this in to yahoo and msn. yahoo will find out who owns the email account to turn it over to authorities..
