If he or ,she, does try to control every little bit of everything it means that they are living in abject fear for their own lives and sometimes egos. Micromanagers live in the fear that they will lose control. Of what? Everything? Stupid huh. Duh!
If a leader tries to control that much it means he is not a leader !
Don't follow him, he will only lead you to serve his own self concern.
A real leader knows that everyone has much to give and will listen, and not talk like he knows it all.
I think you may be a real leader, just for asking the question !

depends on the goal of the project and how the result of the team project will directly effect the leader. If I were the team leader, I would give more liberty to those I trust - everyone needs to have some freedom to share their creativity - & you never know, they could have an even more fabulous idea about something then you would. I don't think micromanaging is going to give the leader a good outcome..... but also, don't be a wimpy leader either. Be firm but gracious, and make sure your point is being made..but allow the team the freedom to work on their own project. Make sure you give a deadline to your team that gives you enough time to revamp those things you see needs it. if this is a project that gives you a little more freedom, use it to experiment with different leading techniques that would allow you to see what works best with different personalities.

a MICROMANAGER watches over every minute detail. But, ideally you would have competent, responsible team members, so you can delegate tasks and know that everything will get done. However, you should still have regular status meetings to find out what is going on and to make sure that the deliverables are coming along to your satisfaction! You are ultimately responsible!

Absolutely not on both questions.. Delegate some of the authority but keep control over it. In other words do not let someone you delegate to have absolute power over the task. They should report to you.

Neither is correct. Your first example is called 'micro-managing' people; it is a huge time waster and seriously pisses people off. A manager's job is to assure that staff are properly trained. If the subordinates are properly trained then the manager wouldn't need to worry about having to"take whatever the result.." .
