it has nothing to do with climate, it's a religious thing regardless of weather or fashion sense, just like the way nuns have to be modest but with different details and a different religion. nuns do get respect for being modest and chaste as their clothes symbolize, and that's what hijab is for to protect a muslim woman and deter any unwanted attention from men.
it definitely has nothing to do with look because when a woman is beautiful all scholars say she should cover her face.
hijab also includes no makeup, a rule not so much followed these days.
hijab's definition differs between different scholars but all agree that a woman should be modestly covered and that she should be covered fully from head to toe except for the face and hands. some argue that the face should be covered as well as it is the most important part to show beauty.
the order for hijab came when there was slavery and women were mistaken for slaves, so slaves won't wear hijab unlike free women, and the prophet's wives had to be more covered than others .
sometimes it is just to get respect in a conservative country , that's y you see some muslims wear hijab in their country but remove it abroad, like a dress code, but when it is for religious reasons a muslim woman doesn't show her hair or wear short sleeves. nothing shows of a religious or conservative muslim woman, and if it does it shouldn't be more than the face and hands. during prayer all muslim women even liberals who hate hijab or fight against it will wear it as prayer of women can't be accepted without it.

Its just been a rule for soo long. Back then, they wanted women to not show their bodies and stuff. They believed that women should cover their bodies because of showing respect to God. They also do this because when they pray they wear around the same attire. Now a days though, no one really does it cause not many people are religious, except some.

It seems no reason after witnessing two take them off in a department store them put them back on when going outside.
They should be banned.
