If in the USA and filing your Federal Taxes, 1040's should be available at your neighborhood post office. If you have never done taxes before, you might be better off hiring a CPA or utilizing a Tax Firm like H+R Block.

Outside of the USA I don't know, and state its kinda state-to-state basis.

If you are looking to file your personal taxes in CA, you want the franchise tax board, not EDD. The following link will allow you file online for free:

For the US, you can go to irs.gov and you can get the forms from there. If you have a lot of different things going on, it would probably be best to go to a local CPA that does taxes. They'll be able to take care of your taxes for you.
