does anybody know about those infra red heating systems?

they cost about 400 dollars and claim to cut your heating bill by up mto 50%..says it only costs pennies a day to operate, is cool to the touch, cannot start fire....are these things for real or a gimmic?...wouldn't you thing if they were as good as claimed that everybody would have one??...any help?

We have installed some in my workplace, and they are RUBBISH!
They glow with an annoying red light, and you have to be virtually on top of them to feel the heat!
