I would immediately stop the out sourcing of jobs.
I would make anyone who makes under $20,000 tax exempt.
I would raise minimum wage to $10./hr. Really, what's $400
a week, gross, when your rent is, at the least, $1000?

Poor by choice or poor by circumstance? By that, I mean cash poor, but asset rich. Many dead beat dads declare no money to support their children but own millions in property. Many people get Government support but are working 'cash in hand'.
We have to weed out the ligament from the bludgers. How you do that, I'm not sure but we have to find a way.

This is going to be BLUNT so don't FREAK!
"Poor people" are either a product of their environment or addictions. I won't bore you with an explaination, but I think that you know what I mean.
I would select an area with a large percentage of "below poverty" demographics and make a dramatic difference in their lives.
I would find a large military base that had been closed and make receiving their checks contingent upon moving to the base. They would be fed, housed, EDUCATED and re-trained with structure; very similar to the way that those with physical and mental disabilities are TRAINED to live on their own.
There would be NO drugs, alcohol or pregnancy (if you can't take care of yourself, why bring another child into the world?). These bases have movie theaters, bowling alleys, gyms, child care and other family support areas.
They would be trained with life issues and given free transportation to jobs (NO CARS, cellphones or freedom of the Internet either). At their job they would be trained to contribute and to feel GOOD about what they accomplished.
Sure it would be like prison for a period; even an internment camp if you will, but without learning STRUCTURE, decison making and accountability for their actions they will simply teach their children to follow in their footsteps and the situation will only compound itself.
Many people are poor by choice or issues beyond their control (HUGE health issues without insurance).
The ones that choose, so be it, but without a check or food stamps figure it out on your own or move. The ones with devasting experiences move and the government pays off their debt with a loan at minimum interest. The burden of collection and NO solution might just offer a safe haven to these people. A nice place to live, education, kids educated and a job where they can EXCEL; how do you do a good job for ANYONE when you jump everytime the phone rings and wonder how you are going to feed your kids?
MANY of the "poor" are "poor" because of issues that they didn't plan for. Others are "poor" because of addictions, and others are "poor" because they just don't know any better.
If we can help 80% of them that want to change their lives, we can deal with the other 20% more effectively.

I would work to eliminate government assistance and encourage private assistance. Some argue that we're a "Christian nation" so I would encourage people to do what Jesus would do. Jesus would not set up a system where everyone's wages are stolen and given to others while letting Jesus skim off the top.

create more jobs for them but not jobs that would take them too far from home. Like those they have now, where people have to go on a bus and go so far from home and they dont get to spend time with their children and then they want to blame it on the parents when the kids do something wrong. so yeah...close to home jobs :D

I would do three
1)health care- if they die you have failed in your objective to help them(that includes food)
2) affordable education- more and more jobs are requiring a college education, if you cannot afford one then how are you going to get out of your life of poverty.
3)jobs- get them a descent income. and they will eventually not need government funded programs.
That's exactly what i would do

Create economic opportunity for them, by creating an environment where growth is a primary objective. Stop giving them handouts and disincentives to work.

If they were illegal aliens send them to their countries of origin. U.S. citizens give them a job even if one had to be created for them.
