The method that always works is to put a decimal point in if there is not already on in the number in percentage form.
Move the decimal 2 digits to the left. Insert as many zeros as needed to allow you to move the decimal point 2 digits.
1% would become
1.% which would become
01.%
which finally would become
.01

To turn a percent into a decimal just move the decimal over to the right two places. For example 14% means 14/100 which you could also write as .14

Basically, you just have to move the decimal place over 2 spaces when converting percents to decimals.
