Michaels has several flag display cases that might fit your circumstance. To weatherproof the case, I suggest giving the exterior a treatment of an outdoor class sealant such as http://www.minwax.com/products/protective/polycrylic-faq.cfm
http://www.misterart.com/g1364/Krylon-Clear-Wood-Finishes.htm?WT.mc_n=nextag&WT.mc_t=CPC&WT.mc_id=1364
or enter "Polyurethane" in your search engine to get an idea of the products available.
Even deck sealent: http://www.askthebuilder.com/DeckMaintenance.shtml

The problem will be getting a weatherproof seal on the door unless the door is screwed shut after a bead of something like GE Silicone I 100% silicone rubber sealant is used. This product would also be a choice to seal the glass also as it is a window and door caulking/sealant.

As for being safe . . . glass breaks. Screw the display case to the supporting wall and it can still be ripped off. There is an old saying, "Locks are only for honest people."
