For the last two books, Scholastic has put out a Deluxe edition as well as the regular hardback. The deluxe has a slipcase and the coverart is different on the actual jacket and on slipcase. See the links below for the differences in HBP.
Personally, I get the regular hardback to read and the deluxe to collect. (FYI: Only the first two books were produced in editions that had leather covers and art by JKR. Three and Four did not have any sort of special edition at all. Five and Six have the editions I described above)

The Deluxe version is more expensive obviously.
I have also had a question about it. The Deluxe edition will have a more elaborate cover, a case, and more artwork.
Whether it is worth purchasing, I don't know. I mean it's what's inside that counts... the beautiful beautiful words of JK Rowling about the wonderous world of Harry Potter.
Personally I will be purchasing the Hardcover edition (i'm allergic to paperback). It just seems like I will be purchasing the words not the book itself.
Oh I'm not really allergic to paperback... I just hate it! I tell my teachers that so that I can get hardcover editions of the books.

Cheapest prices are on Amazon.com... 18.99 for hardcover, a little more for Deluxe. Folks who I know that have ordered HP books from Amazon say they are delivered on the date it is published, so you will have it in your hands on July 21, 2007, albeit not a few minutes past midnight like if you went to B&N.....

For the previous editions, the deluxe have had leather covers with an assortment of doodles and such by JKR inside.

I think the deluxe edition has a leather covering, and of course it's more expensive, other than that, I don't know.

Shelia is right. It's just the covering. The cheapest price I've seen for it so far is $29.99 and that's if you preorder it from Boarders Books
