There were 122,300,000 votes cast in the 2004 Presidential Election, out of a total population of about 295 million. About 60-65 million are under age 18, leaving 235 million adults, not all of which are eligible to vote. If we assumed all of them were, then about 40% of eligible people did not vote.

Approximately 75 million or just under 1/2 have of the eligible population.
