Why would you estimate it?
12% of 72 = 10% of 72 + 2% of 72 = 7.2 + 1.44 = 8.64
I guess you could estimate it to 9 :-)
Another way of looking at it is: 12% of 72 = (12 x 72)/100 = 864/100
Second question...
33 1/3 % of 24 = (100/3 * 24) / 100 = (2400/3) / 100 = 24/3 = 8
If you have a fraction with a whole number part, it is often easier to multiply the whole number by the divisor and combine it as a fraction without whole numbers.

This one is not too tough, if you have a feel for it, and you can get that by doing a whole stack of problems.
12% is about an eighth. One eighth is 12 and a half %, so that's about 1/8th, and I also know that 72 is 8 x 9. SO it is pretty close to 9.
The second one, 33 and a third is exactly one third, and I also know that 24 is exactly 8 x 3, so that one will be exactly 8.
Stick with it, you will see that it is not that tough, the numbers follow the rules and they never do the wrong thing, so if you are careful, you can always do it right.

10% of 72 = 7.2, 2% of 72 = 1.44, so 12% of 72 = 8.64
33 1/3% = 1/3, and 1/3 of 24 = 8

well you know 10% of 72 is 7.2 (move the decimal one spot) So you can approximate from there.
covert 33 1/3% to a decimal. which is .33333333 repeating and multiply it by 24

12.5 % is one eighth, close enough for an estimate; to find one eighth of a number divide it by 8
33 1/3% of a number is 1/3 of it; to find one third of a number divide it by 3.
