I'm writting an essay on the "three strike law" is there a lawyer I can talk to or one farmiliar with the law

It would help if you posted what state you are in. Many states have 3 strike laws and they're a bit different in each. I'm not a lawyer, just a law student, but I may be able to direct you to helpful resources. I suggest you go to your library and look for a legal encyclopedia entitled "American Jurisprudence". Get the 2nd edition, and look it up there.
