I am about to write out a Promissory Note to a person. For it to be valid, can a Promissory Note be Conditional?

Yes it can. However, what conditions lie as valid depend upon what the promissory note is for. Also, some promissory notes aren't valid at all.

Sure. A promissory note is basically a contract.

Offer + Acceptance + consideration (you give something of value and get something of value) = enforceable contract (99% of the time).

Only if the conditions are stated in the note. Once the note is written out and both parties have signed it (an agreement) then that's that - you can not change anything on it unless you both agree to do an amendment to it.
