Ive always thought a garden/forest is about a million times more beautiful than a parking lot, but if you don't want anything to grow, just do what we've done to the rest of the planet and pour concrete. For the thousand year treatment, you may want to pour a good foot thick, wait for it to dry, then do another foot to add a few extra hundred years.

Try getting some nuclear waste. I'm not sure if it'll last 1000 years. Then again it may last a lot longer.
You'll also kill the propety values in your neighborhood.

this won't last a thousand years, but salt it to kill all growth, then get cement poured over it.
