well if you have a windows cd then:---
1. start computer go to BIOS (manufacturer specific refer to manual) then make the cd your first boot device then put the cd in the comp and restart

2. once you get the files copied (it seems like you are installing windows but dont worry you are not) and when it asks you to press either enter or R then press "enter"

3. Now on this screen press R (or you will reinstall) now you will have a repair option go ahead and repair the installation and again start using your computer

When the spash screen (IBM, Dell, etc.) press F8. That should bring up a menu offering to boot into Safe Mode. Boot into Safe Mode (if you can of course) and then, if you can get in there, try restarting the system and see if it will boot properly. That may break the cycle and allow it to boot properly. I'll look deeper and let you know if I can. Good luck.

You could check to see if you have a bad hard drive or motherboard. Jesus saves and God bless.
