Why is this question in the Politics section?
In most cases, I think it's perfectly OK for a girl to send a guy a valentines day card. She won't seem desperate, unless the guy is seeing some other girl.

Yes it is okay for a girl to send a boy a card because as a friend you are allowed to send valentine cards. ANyway boys don't go so far.

It's absolutely fine. Just be sure that you don't say anything that sounds desperate in the card. Do that and he'll be desperate for you! =)

If you are already seeing this person, then it is somewhat already expected. If you are not seeing this person and wish to, it can't hurt. If you have never talked to him and he does not even know you exist, then it might seem a bit desperate, but if you both kind of know each other then the guy should see it as a nice thing, and it might spark a new relationship. Basically if you both know each other, it won't seem desparate, if you don't know each other it could seem strange.
