It positive discrimination.

It happens in the UK every day.

If a white person and a pakistani muslim go for the same job with equal qualifications and experience, and the company is large enough, the pakistani will have to be employed by law...this is most prevalent in government organisations such as the police force or the civil service.

In my local paper there are adverts weekly that start with "pakistani person required"....If a white employer put an advert saying "white british person required" they could go to jail....

This situation has come about because of left wing liberals who are ruining the once greatest country in the world, now rapidly turning into a mongrel society run by "community leaders" i.e. non elected ethnic-minority based "leaders"...

It stinks and I wish all the fugging immigrants would go back to where they came from because they are ruining this country.

The best company with the best bid should win the bid, so I would say it is discrimination. As long as the fact that you are black or white makes a difference it is wrong. The playing field is suppose to be level. They are saying if you are white don't bid and if you do then you are sure to make less on the job.

When a population is the majority it's hard to discriminating against them.

This question will be better answered in 20 years when maybe "whites" will no longer be the majority.

Yes it is racism. The practice you mention smacks of state government trying to pander to the black population, the like of the NAACP, and any other racist organization trying to keep their constituents happy and their bank accounts full,
