Lots of time, money and planning goes into WNBA expansion. Most WNBA teams are underwritten (if that's a good word to use) by the existing NBA team in a particular market - and usually owned by the same ownership group (one exception is the Connecticut Sun which I believe is owned by the group that runs Mohegan Sun Casino, where the team plays, and is also in a city - Hartford - that does not have an NBA team).
Expansion is tough. Relocation seems to be tougher. Case in point - the Charlotte Sting. Well, the Hornets moved to New Orleans but the Sting stayed in Charlotte. They lost money - thought about moving to Kansas City (another non-NBA town) and decided just to fold the team instead.
Perhaps you should contact David Stern about getting a NBA Development League team in your town...lol. They make virtually no money, seemingly require no money to start, and practically play in high school gymnasiums in front of about 200 people a night.
Unless you're a gazillionaire - professional sports ownership probably isn't for you.
