It could be gonorrhea or some other STD. See a doctor if it doesn't clear up soon.

Shut off all water flow to this pipe, dry off with rag, apply pvc glue at leak point which probably is at a coupler joint. OR shut off all water flow to this pipe , get a new 2' coupler, hacksaw apart, sand rough edges, apply pvc joint compound to the cut area and inside the new coupler and put it together. OR you may need 2 new couplers to replace a section.

I'm guessing it is a drain pipe but if it's a water distribution pipe, call a plumber. is it a plastic pipe? copper pipe? cast iron pipe? galvinized steel pipe? where is the pipe located? is the leak at a fitting junction or just from the pipe itself?

That's duct tape, not duck tape. I would suggest that you stop the leak or get somebody else who can.

If its PVC, glue it. If its metal, use teflon tape or sealant. If your not sure, call a plumber.
