its a dell inspiron e1505 with a core 2 duo 2.0 ghz prosesser(sp?). it cant do anything when its only 1 ghz. and i cant find out how to fix it. plz help?

Yeah, it's a built-in feature. You can disable it by going into power settings like the first answerer said, or you could gain more control by installing Notebook Hardware Control. Also, run a CPU-intensive task (like a really large operation in the Calc applet) and check the CPU speed then. Most systems are configured to increase the clock speed when it is necessary.

They do this on purpose, to save energy.

But you can turn this 'feature' off, check out the 'Power Management' area of the Control Panel, you should be able to control it from there. (assuming XP).
