A website that does electronic commercial business has to be registered with a better business bureau or chamber of commerce. Sometimes even consumer magazines or consumer protection agencies will provide you with info as to the reliability and reputation of the seller or site. Also a legit site will feature a toll free number to call and ask questions about their services and products as well as an address, a street address, not an IP address. It should also feature their return policies in case you are not satisfied. If they do have a number give them a call and ask about the product beforehand. Sometimes the website host and designer will appear at the bottom of the page with a legend such as this site powered by (bla, bla) you could try to contact the host or designer and ask about the company itself.

You could also try looking for the item at EBay there you can check the reliability of seller, they do keep a record, you know. Your law enforcement agency could also provide you with some info through their cybercrime unit.
Luck and hope it helps.
