use FDM and Flashgot plugin
In FDM under Tools menu there are several options, to disconnect from internet, Exit the program, and to shutdown computer
(install FDM first then install Flashgot plugin)

I suggest you get Speedbits DAP ( Download Accelerator Plus )
as it has a free version.
you can configure it to shutdown your pc after the download and aside from that you'll get a very high rate of download speed. been using it for a long time now and it has'nt failed me yet.

Yes.. Usually, the program you are using will have that feature.. You will have to install that feature.
