Yes, they are welcome. Don't forget to show them "Tzar-kolokol" (huge bell) and "Tzar-pushka" (huge cannon).

Tips:
For infants - don't expect to find baby-changing stations in restrooms.
For toddlers - traveling with strollers is not as easy as in the US or Northern Europe, but not worse than in France (quite often there are no ramps or elevators in buildings and metro stations.
People talk a lot about pick-pockets in Moscow, which is true. I found another thing that you should be aware of - crazy traffic. Drives are not pedestrian-friendly.

Of course children can visit the Kremlin, I took my three children often. What other kind of tips do you need? The only thing you should be careful of is pickpockets. It happen to me the first day I moved there, I actually caught him in the act. That being said, Moscow is a beautiful city, you will enjoy your trip. Hopefully you are going in the spring, what I think is the best time of year in Moscow.
